The Department of Human Settlements and Urban Development (DHSUD) has welcomed recent assessments highlighting the growing impact of President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino Program (Expanded 4PH) in improving housing access and supporting demand in the country’s property sector.
At the Q1 2026 Philippine Property Market Briefing held in Bonifacio Global City (BGC), Colliers Philippines Research Director Joey Roi Bondoc pointed to the government’s flagship housing initiative as a key driver of activity in the affordable housing segment.
“By prioritizing government intervention to stimulate the economy, the Philippine government’s [Expanded] Pambansang Pabahay para sa Pilipino [4PH] Program is doing wonders for the condominium market, specifically for the urban poor and low-income earners,” Bondoc was quoted as saying by Business Mirror.
He also underscored the importance of coordinated efforts between the national government, local government units, and private sector partners in sustaining growth in the housing industry. Bondoc highlighted the role of policy-driven demand creation under Keynesian economics, where state intervention helps stimulate both supply and demand, particularly during periods of economic pressure.
“While certain pockets of Metro Manila still grapple with high inventory, the synergy of government-led Keynesian policy, LGU participation, and private sector innovation is successfully pivoting the market toward inclusivity and long-term stability,” Bondoc said.
DHSUD Secretary Jose Ramon Aliling echoed this positive outlook, emphasizing the agency’s commitment to making affordable and decent housing more accessible through stronger public-private collaboration.
“Malaking bagay po ang pag-recognize ng ating mga stakeholder sa positibong epekto ng Expanded 4PH hindi lamang sa housing sector kundi sa ekonomiya at sa buhay ng ating mga kababayan. Dito, nakikita din natin ang magandang epekto ng whole-of-society approach o pagtutulungan hindi lamang ng national at local government kundi pati na rin ng pribadong sektor at ng publiko,” Secretary Aliling said.
He also reaffirmed the administration’s focus on long-term and inclusive housing solutions aligned with President Marcos Jr.’s directive to uplift underserved and low-income communities.
“Alinsunod sa utos ni Pangulong Marcos Jr., patuloy nating i-e-expand ang 4PH Program upang mas maraming pamilyang Pilipino, lalo ang mga higit na nangangailangan, ang mabigyan natin ng pagkakataon na magkaroon ng mas mas ligtas at may dignidad na buhay sa pamamagitan ng abot-kayang tahanan,” Secretary Aliling added.
Since its expansion in May 2025 under Secretary Aliling’s leadership, the Expanded 4PH Program has recorded significant progress in advancing its housing targets and widening access to affordable condominium developments nationwide.
